Traffic law amended: RO 300 fine for using mobile phones while driving

 New law to come into effect next month, jail terms from ten days to three years for various offences.

MUSCAT – 

Amendments to the new Traffic Law which will come into effect on September 3, have granted increased powers to ROP and its top officials to take action against errant drivers. A total of 21 amendments have been made to the original law (Royal Decree 28/1993).

Increased fines and jail terms will come into effect for a number of offences including using mobile phones while driving; speeding and reckless driving and driving under the influence of drugs or alcohol; driving without insurance; and littering while driving. Repeat offenders will be penalised heavily.

The Inspector General of Police and Customs, instead of the Directorate General of Traffic (DG) has been granted the right to issue laws to regulate traffic movement and ensure safety, as per Article 34.

The IG has been granted the power to determine the location of traffic lights and traffic signs. He can also determine the appropriate areas where cars may idle or park. This includes determining the areas taxis may wait.

He will determine the locations of pedestrian crossings and the ROP is empowered to enforce these rulings.

The DG has been given the right to regulate traffic under Article 44 and determine fines under Article 46.

Those who alter their car colour or chassis must inform the DG in writing within ten days (Article 14).

Article 33 also forbids the public display or cars for sale in public places or in a way that affects traffic safety. It grants ROP the authority to impound those vehicles.

According to the new amendments, permission from the Ministry of Commerce and Industry, in coordination with ROP, is required in order to use or import scooters less than 70cc and ATVs (Article 15 repeated).
